SPA Overview

Service Provision Assessment (SPA) offers a comprehensive overview of a country’s health care services and their capacity to provide quality care. SPA surveys examine the supply side of health care, showing the strengths and weaknesses of a country’s public and private services. The SPA focuses on 5 key services: (1) child health; (2) maternity and newborn care (3) family planning; (4) sexually transmitted infections (STIs) and other infectious diseases; and (5) HIV/AIDS.  

SPA Topics

  • Infrastructure, Resources, and Systems:  water, electricity, latrines, infection control, management systems, storage and stock monitoring for vaccines, contraceptives, and medicines, infection control.
  • Child Health:  availability of vaccines, medicines, and Vitamin A, equipment and supplies for outpatient care, adherence to guidelines for sick child care, user fees.
  • Family Planning: availability of contraceptives and supplies, user fees, counseling and client assessment, provision of STI treatment for family planning clients.
  • Maternal Health:  availability and appropriate assessment of clients for antenatal care, delivery services, newborn care, and postnatal care; domiciliary care practices, emergency obstetric care
  • STIs and other infectious diseases: availability of STI, TB, and malaria services, counseling and treatment, referral for HIV testing and services.
  • HIV/AIDS: availability of voluntary counseling and testing, basic and advanced care of opportunistic infections, antiretroviral treatment, prevention of mother-to-child-transmission, post-exposure prophylaxis, and youth-friendly services.

HIV/AIDS SPA

The SPA survey often includes questions on HIV/AIDS. The HIV/AIDS-related questionnaires and inventories can also be implemented separately to meet the needs of the President's Emergency Plan for AIDS Relief. The HIV Service Provision Assessment Survey measures the capacity of health facilities and providers to deliver preventive care and support services and provides data on all indicators in the President's Emergency Plan. Through a facility inventory and interviews, the HIV SPA collects information on the full range of HIV-related inpatient and outpatient care including: systems for testing and providing results; systems for pre- and post-HIV test counseling; health services relevant to HIV/AIDS, including TB, malaria, and STIs; elements for preventing nosocomial infections; systems to support management of opportunitist infections and provision of palliative care for the advanced care of people living with HIV/AIDS; systems to support antiretroviral combination therapy; conditions to provide advanced inpatient care for people living with HIV/AIDS; conditions to support home care services; post-exposure prophylaxis; availability of record-keeping systems to monitor HIV/AIDS care and support; capacity to provide PMTCT services; and availability of youth-friendly services.
